20. (1) The Executive may make regulations for the purposes of this Act.
(2) Without limiting the generality of subsection (1), the regulations may make provision, not inconsistent with a referendum law, in relation to matters relevant to a particular referendum or to referendums generally, including—
(a) the printing of ballot papers;
(b) the appointment of scrutineers;
(c) scrutiny procedures, including the formality of ballot papers; and
(d) persons entitled to dispute referendums.
(3) The regulations may prescribe penalties not exceeding—
(a) if the offender is a natural person—$1,000; or
(b) if the offender is a body corporate—$5,000;
for offences against the regulations.
