2.1 After regulation 3l0, insert: Charges

"310AA. For the purposes of paragraph (b) of the definition of 'charge' in
subsection 66 (1) of the Act, the following matters are specified, being
matters in relation to which expenses are incurred by the Authority under the
Act or these Regulations:

   (a)  dealing with applications for the grant, issue, re-issue, renewal,
        variation or validation of any certificate, licence, authority,
        endorsement, rating, approval, permit, permission or civil aviation
        authorisation under the Act or these Regulations;

   (b)  granting, issuing, re-issuing, renewing, varying or validating any
        certificate, licence, authority, endorsement, rating, approval,
        permit, permission or civil aviation authorisation under the Act or
        these Regulations;

   (c)  dealing with, and granting, applications for exemptions under these
        Regulations;

   (d)  dealing with, and granting, applications for the appointment, or the
        approval of the appointment, of a person under these Regulations;

   (e)  dealing with, and granting, requests for the delegation of any of the
        Authority's functions or powers to a person who is not an officer;

   (f)  dealing with, and granting, requests for the designation of air routes
        and airways;

   (g)  inspecting, examining or testing any place or thing, except under Part
        IIIA of the Act or for the purposes of finding out whether a person is
        complying with a provision of the Act or these Regulations;

   (h)  conducting or carrying out any examination or test (including a
        medical or physical examination or test) for the purposes of these
        Regulations;

   (i)  assessing, marking or re-marking the answers or results of an
        examination or test mentioned in paragraph (h);

   (j)  reserving a group of symbols under regulation 16;

   (k)  searching the Aircraft Register at the request of a person;

   (l)  making a copy of the Aircraft Register, or any part of it, at the
        request of a person;

   (m)  preparing or altering under these Regulations any manuals, systems or
        other documents relating to the safe operation of aircraft;

   (n)  approving under these Regulations any manuals, systems or documents
        mentioned in paragraph (m), or alterations of them;

   (o)  preparing, at the request of a person, any other document relating to
        the safety of air navigation, the operation of the Act or these
        Regulations, or the Authority's functions, powers or duties under the
        Act or these Regulations;

   (p)  making copies, at the request of a person, of any document, or part of
        a document, that is in the Authority's possession;

   (q)  giving a person advice, at the person's request, about a matter
        relating to the safety of air navigation, the operation of the Act or
        these Regulations, or the Authority's functions, powers or duties
        under the Act or these Regulations;

   (r)  providing training courses, at the request of the aviation industry,
        or any part of it, relating to the safety of air navigation, the
        operation of the Act or these Regulations, or the Authority's
        functions, powers or duties under the Act or these Regulations;

   (s)  carrying out a safety audit program, or any part of such a program,
        under the Act or these Regulations.".
