1991 No. 329 EXPLOSIVES REGULATIONS - REG 14

Small loads
  14. (1)  This regulation applies to Commonwealth explosives that   are, or
are to be, loaded onto a single road vehicle if:

   (a)  the net explosive quantity of such portion (if any) of those
        explosives as comprises explosives that have the
        hazard classification code 1.4S does not exceed 20 kilograms; and

   (b)  the net explosive quantity of such portion (if any) of those
        explosives as comprises explosives other than explosives that have the
        hazard classification code 1.4S does not exceed 20 kilograms; and

   (c)  the net explosive quantity of any part of those explosives (other than
        explosives that have the hazard classification 1.4S) that consists of
        explosives that are included in a particular division does not exceed
        the mass in kilograms that is equal to the number (if any) specified,
        in relation to that division, in the column of Schedule 2 that relates
        to the group in which the explosives forming that part are included.

(2) Regulations 13, 15, 16, 18, 20, 21 and 22, paragraphs 23 (b) and (c),
regulations 24, 26, 27, 28, 29, 31 and 32, subregulation 33 (1), regulations
35 to 41 and regulations 44, 46, 47 and 49 do not apply to the handling of
Commonwealth explosives to which this regulation applies.

(3) The supervisor of the loading of Commonwealth explosives to which this
regulation applies must attend at and supervise the loading of those
explosives and ensure:

   (a)  that the road vehicle on which those explosives are loaded complies
        with clause 1 of Part 1 of Schedule 3; and

   (b)  if those explosives include explosives that are included in division
        1.1 or 1.2, that:

        (i)    a prescribed marking is affixed to the external surface of:

                (A)  the front of the vehicle; and

                (B)  each side, and the rear, of the vehicle unless the
                     explosives are contained in freight containers to which
                     are affixed prescribed markings that are clearly visible
                     from each side of the vehicle and from the rear of the
                     vehicle when the containers are loaded onto the vehicle;
                     and

        (ii)   the vehicle is equipped with an efficient fire extinguisher
               capable of extinguishing an oil or petrol fire.
