1991 No. 329 EXPLOSIVES REGULATIONS - REG 25

25. (1) Commonwealth explosives must not, without the approval in writing of a
Competent Authority, be transported on a road vehicle on which there are:

   (a)  dangerous goods other than explosives; or

   (b)  goods (not being dangerous goods) that may aggravate the effects of
        any accident involving, or any initiation of, the explosives.
(2) In this regulation, "goods" does not include dunnage, packaging, padding,
insulation, security ropes, tarpaulins or other material carried on a vehicle
for the purposes of protecting or securing the vehicle s load.
