1991 No. 329 EXPLOSIVES REGULATIONS - REG 67

67. If Commonwealth explosives are being loaded onto, or unloaded from, a
rail vehicle, a person other than:

   (a)  a supervisor of the handling of the explosives; or

   (b)  where no supervisor has been appointed, an officer or employee of the
        railway authority; or

   (c)  a person handling the explosives under the supervision of the
        supervisor or an officer or employee of the railway authority, as the
        case may be; must not be in, on or in the vicinity of the vehicle
        without the consent of the supervisor or the officer or employee of
        the railway authority, as the case may be.
