1991 No. 329 EXPLOSIVES REGULATIONS - REG 82
Handling of certain explosives
82. (1) In this regulation, "prescribed explosives" means:
(a) Commonwealth explosives, the net explosive quantity of which exceeds 5
kilograms, that are:
(i) included in groups G and H; and
(ii) capable of producing toxic smoke or a lachrymatory effect; and
(b) Commonwealth explosives that are included in group L or group K.
(2) A supervisor of the handling of prescribed explosives must not handle
those explosives, or permit another person to handle those explosives, unless
there are present during the handling not less than 2 other persons (in this
regulation referred to as an "escort party") equipped with such of the
following equipment as is specified, in relation to that handling, by an
authorised person, in the quantities specified by the authorised person:
(a) suitable protective clothing and breathing apparatus;
(b) suitable equipment and materials to neutralise the effect of the
explosives or extinguish any fire in the explosives;
(c) first aid equipment and supplies;
(d) any other necessary equipment.
(3) If prescribed explosives are being transported by road, the supervisor of
the transportation must ensure that the escort party accompanying the
explosives travels on a vehicle on which there are no explosives.
(4) The supervisor of the transportation of prescribed explosives by a road
vehicle must not permit a person to ride on the vehicle when those explosives
are on the vehicle, unless the person is equipped with suitable breathing
apparatus.
(5) The supervisor of the transportation of prescribed explosives by rail must
ensure that each member of the crew of the train on which those explosives are
being transported is equipped with suitable breathing apparatus.
(6) As soon as practicable after each part of the handling of prescribed
explosives has been completed, the supervisor of that part of the handling
must cause all vehicles, equipment, appliances and materials used in that part
of the handling to be inspected and, if necessary, decontaminated.
(7) If no supervisor of the transportation of Commonwealth explosives by rail
has been appointed, a reference in this regulation to the supervisor of the
transportation of prescribed explosives by rail is read as a reference to the
relevant railway authority.
