1991 No. 329 EXPLOSIVES REGULATIONS - REG 86

86. (1) The Minister may, by signed instrument, delegate to a Competent
Authority all or any of the powers and functions of the Minister under these
Regulations other than the power of the Minister to make orders under
regulation 69.

(2) A Competent Authority may, by signed instrument, delegate to an
authorised person all or any of the powers and functions of the Competent
Authority under these Regulations other than:

   (a)  the Competent Authority's power to make orders under regulation 69;
        and

   (b)  the power to appoint a person to be an authorised person under
        regulation 9.
