3.1 The amendment made by regulation 2 is made on the basis of the declaration
by the entity known as the Federal Republic of Yugoslavia (Serbia and
Montenegro) of its intention to be bound by the Convention on the Civil
Aspects of International Child Abduction and is not to be taken to imply
recognition of that entity by Australia.
